About the SCCIA

SCCIA promotes the formation and growth of captive insurance programs within the state of South Carolina. Captive insurance programs are a valuable tool for many corporate entities looking for a better way to manage risk. Warren Miller

Performa

Warren Miller is a client relationship manager responsible for managing client relationships as well as working with Performa’s marketing and business development team to cultivate new relationships. In addition, he develops relationships with existing clients and their service providers and assists in the development of new business opportunities. Over the years Warren has been a conference task force member for various captive insurance associations, is currently a member of the SCCIA Board and was Chair of the 2019 and 2020 SCCIA Conferences. Prior to joining Performa in 2014, he held various positions with Buysidefx, a foreign exchange trading software provider based in Burlington, Vermont. Warren graduated from the University of Vermont with a B.S. in business administration with a concentration in entrepreneurship and economics.

Johnson Lambert

Alex Murray is a Senior Manager with Johnson Lambert and he provides direction and supervision during fieldwork and throughout all aspects of performing financial statement audits. His responsibilities include directing and advising associates, scheduling, monitoring deadlines, planning procedures, performance of substantive and analytical tests of accounts, tests of controls, financial statement preparation and review. Alex has extensive statutory, GAAP, and GASB GAAP reporting experience and specializes in all three of the firm’s niches: insurance, nonprofit, and employee benefit plans.

David Ward

David Ward is an Audit Principal with BPS and also serves as the director of firm’s audit and assurance practice, which provides audit and attestation services to clients across a broad spectrum of industries on a national and state level. Additionally, David is a lead audit professional on BPS' property and casualty insurance team, which includes regional and national commercial carriers, mutual insurers, captive insurance companies, reciprocals, and risk retention groups. Captive insurance companies are among David’s specialties, and he consults on a national basis with clients considering establishing captive insurance companies on the issues of feasibility, formation, operations, and governance. He received a B.S in accounting and Master of Accountancy, both from the University of South Carolina, and is a licensed CPA in the State of South Carolina.

Anthony DuBois

Blue Cross and Blue Shield of South Carolina

Anthony DuBois is Assistant Vice President of Treasury Operations and Assistant Treasurer at BCBSSC, South Carolina’s largest health insurer. He has been with BCBSSC for over 20 years in various roles with experience in financial reporting, cash management, risk management, and investments. Anthony holds Bachelor of Science degrees from the University of South Carolina with concentrations in Finance, Accounting, and Human Resource Management. He is a Certified Treasury Professional, and he volunteers with United Way’s Midlands Reading Consortium in his spare time.

Risk Partners

Hartley joined Risk Partners in 2021 as a Business Development Manager. He is responsible for developing and implementing the captive strategy of RPI clients and supporting the overall objective of enhancing knowledge of and utilization of captives.

Previously, Hartley served as a staff accountant with AIG Captive Management Services followed by a variety of progressive management roles with Johnson Lambert LLP. Hartley also serves as faculty for the International Center for Captive Insurance Education (ICCIE) where has also previously held the positions of Director and Treasurer. Hartley is on the Vermont Captive Insurance Association Finance and Legislative Committees, Tennessee Captive Insurance Association, and is a subcommittee member on the CICA NextGen initiative. Hartley serves as a Board member for several of his clients and was recognized by Captive International as one of the Forty Under 40 in 2023. Hartley has been featured in Captive Review, Captive.Com, and IRMI publications, while also speaking at various industry conferences. Hartley is a licensed CPA in the state of South Carolina and holds an Associate in Captive Insurance designation with ICCIE.

Kim Jenkins

Energy Captive Management, LLC

Kim Jenkins is the Controller for Energy Captive Management, LLC, (ECM) a wholly owned insurance management services subsidiary of Energy Insurance Mutual Limited, that provides administrative support to Energy Insurance Services, Inc., a South Carolina sponsored cell captive insurance company. She specializes in the financial and operational oversight of captive insurance transactions specifically in the cell captive structure. Prior to her tenure at ECM, Kim worked in the public audit and internal audit industries. She holds a B.S. in accounting and Master of Accountancy, both from the University of North Carolina at Wilmington. Kim is also a co-founder and current board Treasurer of GiGi’s Playhouse Charleston, a nonprofit in the Lowcountry focused on providing free, therapeutic-based programs to individuals with Down syndrome and their families.

Laura Rodrigo

Strategic Risk Solutions

Laura Rodrigo is responsible for the management of the Strategic Risk Solutions South Carolina office and provides oversight of staffing and captive insurance company clients in Georgia, North Carolina and South Carolina, providing accounting, regulatory compliance and general management services.

Laura joined SRS in 2007 and has over nineteen years of captive management experience. She has experience in the formation and management of risk retention groups, single parent and special purpose captives, segregated cell captives, as well as, commercial reinsurance companies. Her industry experience includes physician groups, transportation, construction, and banking owned captives. Prior to SRS, Laura was with Crusader International Group managing captives for both Meeting Street Management Company in South Carolina and Potomac Captive Managers in the District of Columbia. Laura has a double major in accounting and business administration from Elon University, and a minor in Management information systems.

Lee Scott

The Biltmore Company

Lee Scott is the Vice President of Finance and Technology for The Biltmore Company in Asheville, North Carolina. He is a seasoned finance professional with over 20 years of experience focusing in Treasury, Insurance, and Risk Management. He has been an integral part of Biltmore’s captive insurance program for nearly ten years, which has added great value to business operations. Lee holds a Bachelor of Arts in Economics from the University of North Carolina Asheville.
